From Educators to Parents: Effective Parent Involvement in Diverse School Settings

Almost cliché is the saying that the parent is the child’s first teacher. Cliché or not, PreK-12 schools and districts would be wise to give ongoing and strategic attention to the positive influences on a child’s education that exist outside of the school. It’s fairly routine for us to lament the negative influences that many students are exposed to out of school, but allowing this to give us a deficit-based outlook on parent involvement and partnerships compromises powerful opportunities. Schools are often challenged in determining what roles are appropriate for the involvement of parents and other partners, and to what extent these roles are interrelated. Joyce Epstein identified six types of involvement for comprehensive school, family and community partnerships. These types are parenting, communicating, volunteering, learning at home, decision-making, and community collaboration. For these types of involvement, Epstein and her colleagues added that it is necessary to form teams, secure funding, identify starting points, develop an action plan, and to continue planning and working (Epstein et al. 2002).

Fundamentally, it makes sense to be positive, think strategically, and plan collaboratively when pursuing benefits that can emerge from parent involvement and partnership initiatives. The Epstein framework makes sense and is supported by print resources readily available to schools wanting to create partnership programs. Also plausible is the clustering of themes that are found in reviews of the professional literature on parent involvement. Essentially, a great parent involvement and partnership effort will address needs commonly agreed-on by school personnel, parents, students, and others. The literature suggests that, collectively, these groups want (1) an assurance that schools are safe, secure, and well-disciplined, (2) effective two-way communications, (3) access to instructional resources, and (4) positive relationships among staff, families, and partners.

Assurance of Safety, Security and Discipline

Although school personnel ideally accept responsibility for all activity on school grounds, it is clear that activity at the home has an influence on student behaviors at school. There is a blended home-school culture, however, that has both shared and distinct norms. Students are a product of this blended culture, displaying behaviors learned at school in the home and vice versa. A progressive mode of thinking doesn’t force a compartmentalized notion of socialization on students, but rather see the development of students as being dependent of the sum of their experiences.

Nearly all parents want to be effective, but many need help. To the extent that schools can provide referrals or direct services that convey effective parenting skills to adults, expectations within the blended home-school culture are enhanced. Collectively, we want all parenting to produce students who are healthy, happy, safe, and successful. Schools can help to improve parenting by providing child-rearing workshops, family literacy training, transition services, and referrals for health and nutrition services. Schools can also provide or encourage training in areas that empower parents to become better educated themselves or achieve skills and credentials that lead to better employment (Appleseed Project, 2010). Notice how the word referrals is used. Schools can provide support and direction in many areas, but should be primarily accountable for quality instruction.

In America’s schools, growing diversity and poverty present a unique group of challenges. Diversity and poverty among students are not academic deal-breakers. They are, however, correlated with low academic performance and behavior challenges. Despite this, effective and caring teachers overcome these challenges on a daily basis. Ruby Payne (2006) points out that many high school teachers use humor to successfully manage classroom behavior. She suggests that explaining the importance of manners, identifying key phrases for student use, modeling the courtesies that are expected, clearly knowing which inappropriate behaviors do and do not warrant a response, using humor to diffuse and redirect, and outright bans on certain behaviors are important actions that teachers should be capable of taking. These measurable and replicable teacher behaviors have great potential to take away excuses for behaviors that can wreck school climates. Schools must commit to data-driven behavioral plans that are positive, mutually agreed on, and based on proven strategies.

Effective Two-Way Communications

One of the most reliable tests of integrity in two-way communications is the degree to which suggestions from one party are acted on by another. Listening is not enough. In many situations, parents and partners feel that they receive lip-service, and that their questions, comments, and concerns aren’t taken seriously by school staff. These situations are in direct opposition to the development of partnerships that could actually encourage and support school personnel. In my estimation, concerted attention needs to be given to the development of trusting and supportive relationships with Hispanic families particularly. Too little attention has been given to the challenges that Hispanic students face in school. The pervasiveness of literature that focuses on deficits and socio-cultural challenges is important, but can easily be viewed as rationalizing poor school success (Reyes et al., 1999). This reality is exacerbated by barriers related to language and residence. Schools must convey to families that the educational needs of the student are the focus areas, and that we will do our part to not only overcome language barriers, but to embrace the power of diversity. With regard to the legality of residence, the school should be a safe haven, consistently focused on instruction.

There is also the need to embrace the tremendous potential of technology to enhance communication. Many schools have recognized that the challenge of communicating with parents from poor households is less than it was in the past. The realities of the information age have made it a necessity for people to carry mobile devices. Cell phones, text messaging, and email have made communicating with parents of all economic backgrounds exponentially easier than ten years ago. These technologies, websites, online profiles, and social media have also made it easier to identify and build partnerships with organizations that share similar missions. Parents and partners that are willing to support instruction want to be able to do so conveniently. This means being able to access information about courses, appropriately monitor progress, and plan for support of future assignments. When this is possible 24/7, there is greater potential for the work of teachers to be meaningfully supported beyond the classroom.

Access to Instructional Resources

We know that federal and state laws have increased attention to the performance of specific groups of students, rather than simply allowing judgments based on aggregate results. Less known is the fact that many organizations have started partnerships with schools specifically to support the performance of struggling groups. When partners are able to access appropriate data, they have objective bases for their efforts, and a means by which the impact of their efforts can be measured. As mentioned earlier, the academic condition of Hispanic students clearly needs attention. Their performance dramatically worsens as they progress through the grade-levels. The in-school problems faced by many Hispanics students are exacerbated by the fact that, in general, they lack access to professionals and other role models who share their cultural identity. Such role models could demonstrate that transcending problematic and cultural barriers can happen (Reyes et al. 1999).

Community leaders see the success of the next generation of their racial or cultural group as being partly their responsibility. Absent meaningful partnerships with schools, these groups will pursue their own means of supporting students. If appropriate access to information regarding benchmarks and assessments, homework, and ancillary support resources are made readily available to prospective and existing partners, there is a greater likelihood that there will be a consistent and well-aligned support structure for students. The positive power in this is that a team of people that students relate to in different ways can support student growth with a united focus.

Positive Relationships among Staff, Parents, and Partners

It is when school personnel and parents are trusting and confident in themselves and each other that appreciation for others is accepted and the expertise and value of others is recognized. Partnerships are essential as the needs of students become increasingly reflective of a blended and complex culture. When communication among school stakeholders becomes honest and flowing, all parties truly recognize that there is much that each constituent group can do to build relationships, enhance discipline, and increase academic performance (Nelson, 2008).

At some point, school personnel and partners should be able to objectively determine the success of parent involvement efforts. According to Joyce Epstein, schools that have developed successful partnerships have demonstrated incremental progress, connections to meaningful reform initiatives, relevant staff development, and a core of caring (Epstein et al., 2002). Clearly, we are in a time of accountability. We should be willing to be held accountable for all the things that we should influence. This includes educators, parents, students, and partners. Middle School May be Pass? Within the Boston Schools

The middle school model was conceived in the 70s and implemented throughout the 70s and 80s across the nation. It was thought that middle schools would provide a nurturing bridge between the early elementary school experience and high school. Unfortunately, many education experts now consider the experiment a failure with their poor performance and uprooting children twice during their turbulent and challenging adolescent years. Middle schools now are being viewed as the weak link in the educational chain by many.

Prior to the implementation of middle schools, these grades were either part of the elementary school experience or an expanded high school environment. Now, education leaders across the nation (including the Boston schools) are looking to return to those earlier models.

Kindergarten through Eighth Grade Model

With this model, the Boston schools would expand their elementary schools to include kindergarten through eighth grade. Many Boston schools educators believe this would deliver a supportive structure that would foster longer-term relationships between the teachers and their students. The thought is to use the earlier school experience to extend the nurturing that the middle school model was suppose to provide but hasn’t.

The push to integrate the middle schools with the elementary Boston schools is gaining momentum. Parents are especially in favor of the K-8 model for the Boston schools, wary of sending their children to the current middle school environment — especially within the urban areas.

Many Boston schools leaders and educators are familiar with the middle school struggle to raise achievement levels. They believe the K-8 model will keep the students and their families not only involved with their Boston schools but also connected on a more positive level.

Upper Grades Model

Others support the upper grades model of integrating the middle schools with the secondary Boston schools. The largest proponents of this model are the high school teachers, especially those teaching ninth graders. These Boston schools teachers currently must hustle to get new ninth graders, who are not prepared, up to par for the high school experience. They would like to have these students earlier.

Many educators believe the upper grades model creates a consistent environment from seventh through twelfth grade and more accountability for student outcomes. This potential model for the Boston schools emulates some of the elite private and public schools, offering the best opportunity for students from lower income families where college is not generally presumed. With a rigorous six-year curriculum and encouragement, more of these students are hoped to continue their education at a college or university.

The upper grades model is currently gaining more traction than the K-8 for the Boston schools, since some schools are expressing interest in expanding their schools to include both middle and high school grades. Two high schools that are considered to be better achieving Boston schools would like to include middle school grades under their roof and control. Additionally, a Boston schools middle school also has expressed interest in expanding its curriculum to include high school students.

The upper grades model is not new to the Boston schools, which has two such schools in operation for several years and are quite successful. Also, there are three competitive admission exam Boston schools that use the model, offering college preparatory curriculum for Boston’s top scoring students. One is the renowned Boston Latin School, whose students have the expectation that they will continue on to college or another higher form of education after graduation.

This only reinforces proponents’ belief that if it is good to focus on academic achievement from sixth through twelfth grades for the elite students within the Boston schools, then educators and parents should have the same high expectations for all students.

Whatever model is chosen by the Boston schools, the city is ready for the discussion. Last fall, the Boston schools named a 17 member Middle Grades Task Force. Their recommendations are expected to be delivered to the Boston schools leaders in the spring.

The middle school years are very difficult for Boston schools students at such sensitive ages of adjustment from children to young adults. Regardless of which model educators, leaders and parents back for the Boston schools’ students, they all agree that any transition should take place either before or after these years — not both. Starting a new school: banish those first day fears

We all remember what it’s like to start at a new school. As summer holidays slipped away, worries would creep in about making new friends, coping with homework or getting lost in the labyrinth of corridors that made up our new school. At the best schools, however, much is done to assuage any fears about settling in, whether your child is going to school for the first time, or is moving up from primary to senior school.

 

A warm welcome at reception…

“We really want girls to feel as comfortable as possible,” says Henrietta Lightwood, Director of Admissions for Badminton School, in Westbury-on-Trym, Bristol. “Little children tend to worry about what they will do at lunchtime, who they will sit with and whether they will be able to go to the loo. 

“When they first go into lunch, we sit them all together on a table with their form teacher and they have guides from Year 5 to look after them. Gradually, as the term goes on, we start mixing up the groups so that the new starters get to know other pupils. 

“A lot of pastoral care is provided at Badminton – from our house mistresses, teachers, nursery nurses and people who come in to help with our after-school care service if little ones have to stay late.”

 

A taste of what’s to come

Many good independents invite children and parent in for a series of informal visits, to help them get their bearings and meet teachers and fellow pupils. “It’s about taking away the fear factor so that when you come back everyone feels more comfortable,” says Mike Horrocks-Taylor, Second Master of King Edward’s High school in Bath. “The children share contact details across the group so that they can telephone each other over the summer and build friendships before they come,” says Mike.

Prior Park College, an independent school also in Bath, runs similar events and makes sure that they are fun as well as informative. “At our induction day new starters meet their house masters and tutors, and we run a treasure hunt which is a great way of helping them find their way around the school,” says Dr Margaret Ruxton, Director of Admissions. “When they join they take part in team-building activities and a trip to Mill on the Brue, an outdoor activity centre in Somerset, for all Year 9 pupils ensures good integration between boys and girls and day pupils and boarders.”

 

Armed with knowledge

Redland High in Bristol publishes a handy booklet to help new starters understand the school. “A couple of years ago we decided it was so important to help our new girls settle in that we commissioned a pocket-sized book, a guide to ‘Getting it Right at Redland High’,” says headmistress Caroline Bateson. “It’s written as a diary, in the voice of a girl called Kat who gives lots of details about her first term at the school. We give it to all our new Year 7 pupils in July so they can take it home and read it over the summer. It helps to dispel any anxiety that might otherwise build up during the summer holidays.”

 

Buddy systems

Playtime and making new friends can be things that young children in particular worry about when starting a new school. “At Badminton, we have a ‘buddy bench’ where girls can sit if they want someone to come over and play with them,” says Henrietta Lightwood. “That helps the little ones along when they need some confidence.”

At Redland High, all new girls are given a buddy who meets them in the hall on the first day and looks after them initially to make sure that all goes well. “They can seek their buddy out at any time if they want to and that’s reassuring for many of the new starters,” says Caroline Bateson. 

The buddy system seems even more important for boarders, who may be coming to study from overseas and will have many questions in their mind regarding their new school. “Anyone coming in new to senior school at Badminton in Year 7 will be given a guide over the summer prior to them coming,” says Henrietta Lightwood. “She’ll know the school already and will send them an email over the holidays so that they can keep in touch. This is so helpful for boarders. They ask things like ‘is it cool if I bring my teddy’ or ‘can I bring my iPod?’ They don’t want to do the wrong thing!”

Buddies are important at any age and at King Edward’s all newcomers to the sixth form are given a mentor. “We have a group of Upper Sixth pupils who volunteer to look after new starters,” says Mike. “They go through a training programme to help them deal with teenage issues and they form almost an extra layer of pastoral care. They really understand the value of helping those who are joining from outside.”

 

Moving up to ‘big school’

Making the move from junior to senior can be one of the most challenging phases of any child’s life. “They worry about the size of the school – and the size of the older pupils,” says mother-of-two Nicola Thacker, whose daughter Lucy is starting senior school soon.

Good communication between schools in an area can really help with the transition. “Lucy has visited the senior school a couple of times this year for sports projects or arts sessions, so she’s got to know the school a bit. Also, as parents, we’ve been invited to a number of events there, which has made us feel more involved.”

Schools that have both a lower and an upper school can ease the transition by encouraging integration. “We don’t consider Clifton High as a lower and an upper school; we see it as a whole school,” says head of Sixth Dr Alison Neill. “For example, some of the lower school lessons are taught by upper school specialists in, say, Latin and French. Also, lower school pupils benefit from the upper school facilities including the art, music and drama studios.”

 

Avoiding cliques

Good schools do much to allow groups, forms and years to mix in order to avoid the creation of ‘cliques’. If large numbers of children are moving up from lower to upper school, year groups are usually mixed to prevent pupils who are new to the school feeling left out.

Also, some schools hold social events across the groups or years to help new pupils settle in. “In the first term, we give a party for our new girls which is organised by members of the Sixth Form and on a House basis,” says Caroline Bateson of Redland High. “They’re usually themed, and we’ve had Disney parties, Harry Potter nights and talent shows. This really helps them feel part of the school.”

 

Not settling? Pastoral care is key

If a child is struggling to fit in or settle at a new school, there is much that can be done to try to solve the situation. Good schools make it clear who children can talk to – whether it’s teachers, tutors, other pupils or house mistresses. Also, some boarding schools have counsellors who visit the school on a regular basis to have confidential chats with children about anything that is concerning them. 

The best school is a happy schoolAt Badminton, boarders have three people they can go to – a Head of Year, a form teacher and a boarding mistress – if they have any concerns. “Equally, if they’ve done particularly well at something and want to pursue it further, all those people can help,” says Henrietta Lightwood. 

Parents have a 24-hour contact at Badminton and someone they can get hold of quickly no matter what time zone they are in. Whether your child is starting at a day or boarding school, state or independent, you should always be made aware of who to contact regarding any concerns. If a new starter feels as though he or she isn’t really fitting in, then tailored pastoral care can be a lifeline. “Every pupil that comes in is different,” says Mike Horrocks-Taylor. “You can’t have a one size fits all pastoral care system. It has to adapt to the children.”

 

“Parents should be made welcome, too”

Nicola Thacker believes that schools should be friendly places for adults, too: “Children watch how their parents make friends and that’s so important. If the playground is a friendly place for adults and there aren’t any cliques, then the parents will be more sociable and the children will follow their lead.

“Parents should feel positive and welcome at the new school, so that they can pass on those feelings to their children. I think that senior schools are getting much better at this, but some primaries can still feel exclusive to many parents.”

Philadelphia School Districts: Offering a No Child is Left Behind Program

The School District of Philadelphia is a school district in Pennsylvania established in 1818. It includes primary to secondary schools. It is the eighth largest school district in the United States. It is known for its no-child-is-left-behind policy.

The School District of Philadelphia is dedicated to creating a positive and safe environment to all the students, parents, staff, teachers and community partners. Their core beliefs gave a strong foundation to the continued success of the district.

They prioritize the children first of all, along with parents as their partners. They also believe that the success of a classroom relies on a teacher with strong leadership and accountability.

The No Child Left Behind Program is one of their main thrusts in achieving high levels of improvement and progress in all students. This program honors public and private elementary, middle and high schools that can demonstrate superior academic achievement.

A few educational institutions in Philadelphia already received the 2008 No Child Left Behind-Blue Ribbon Schools. Among the selected schools are George Washington Carver High School of Engineering, Philadelphia’s Russell Conwell Middle School and Science High School. The continuing support of the governing body of Philadelphia’s School District gave a new face on good reforms on the overall situation of the schools.

The school board of Philadelphia was created in 1850 to supervise schools in the vicinity. During 1867 the Act of Assembly appointed the judges as controllers of the public schools to eliminate politics from the management. The state took over the district and the governor appointed five members for the new school reform commission. In spite of the funding problems and the threat to shut down the schools, the government of Philadelphia still managed to have a new management structure.

In the end, district-managed schools are given additional resources and restructured interventions to gain larger achievements for the children’s future.

The School District of Philadelphia has 8 school types namely; the preschool, elementary school, middle school, high school, technical/vocational school, programs, special school and charter school.

The African-American was among the most student-enrolled sector by ethnicity for public and charter schools. Second is the Hispanic, and third are the white Americans. Among the fourth and fifth on standing are Asian and Native American.

There are 291 public schools and 55 charter schools in Philadelphia. Students enrolled as of mid-October 2005 were about 184,560. Now, more students rely upon the good governance and success of its plans for the near future.

The District offers three main options for the improvement of student achievement. First is to implement a system-wide academic initiative within the programs. Second is to select a number of schools for immediate intervention. Third is the implementation of academic initiatives throughout the schools in the district.

The district is governed by the five-member School Reform Commissions. The success and failure of the district governance has not been driven that much by what the last governing body did. The new structure of Philadelphia School Districts refocuses on making policies and monitoring performance, as well as balancing the academic and financial goals. It also listens to the concerns of parents. This situation creates a governing support for improvement.

The School District provides free school bus service and free student tokens to their students to meet eligibility requirements. There are reduced fair tokens to students who do not meet the requirements.

The district serves about 117,000 lunches and 52,000 breakfasts, 4,200 for snacks and 5 to 10 thousand for dinner meals. About 76 percent of the students are eligible for free and reduced-price meals. High school students are given job opportunities in the federal government.

The district plans to give every student a kind of world-class education, equitable resource allocation for the students’ needs and accountability for all adults in the District base.

The 45-Day action plan is the first initiative in support of empowering different schools. Schools will receive professional development, quarterly assessment in math and reading, assistance to response team and monthly walk-through. Other supports include instructional specialists, full-time and substitute teachers, increased nursing services and social service liaisons.

The success of the new structures and services made a confident move in making the School District of Philadelphia gain awards in their No Child Left Behind Program. Today, more and more nomination to Pennsylvania schools is being submitted for possible recognition of the No Child Left Behind-Blue Ribbon Schools.
